Who cares? I sure don't. Not when the first two products aren't even up to par yet. I say let's focus on the combat upgrade. If not, there might not be anyone around to even play a 2nd expansion.....

It will probably be an expansion on allready existing stuff. Such as more ships, Atmospheric flight on planets. maybe a few more planets, vehicle weaponry and fighting. And so on.
