is the decimal weapon effectiveness value just multiplied by the damage value to get true damage?
ex: effectiveness vs shield .250
effectiveness vs armor .750
damage 1000-1600
would actual damage be 250-400 vs shields and 750-1200 vs armor?

as far as i've noticed yes. the decimal is like a percentage of damage it will do to the target.
ie: .70 would be it does 70% of the damage
ie: .70 would be it does 70% of the damage

I've seen weapons that have done .61 shields, .62 armor.
I forget what the damage total was, but if it was 1000 for example.. does that mean it would end up doing over 1200 damage total?
I swear I saw it.. it added up to more than 100%... /crazy
