Look, there are myriad ways to give PvP'ers a purpose. Lets look at a few that I came up with over my morning coffee:
1/
Rolling Missions: Setup a system of interdependant missions that are difficult enough that it requires guild or total faction level support. Place these missions in PvP zones. Make them time based interdependant so that you have to setup squadrons with specific missions. Say, 3 squads to destroy listening posts. One squad then has 5 minutes to destroy a shield generation station, then the _insert mission objective here_ becomes vaulnerable to the main squad you could make it a weapons research facility/star destroyer shipyard/cloning factory/ whatever you want. Make it heavily defended and allow the other faction to access and defend it. You can even give the defenders ammo stores, whatever. Make these missions roll after they're completed, so that people don't get bored. You can have random spawn points for each segment of the mission, and you can get briefings from faction recruiters, whatever.
2/
Leaderboard:
Setup a statistics system that gives players information on other pilots within their faction and also an overall leaderboard. Give them total kills, total deaths, shot accuracy, total flight time, rolling mission objectives completed, rolling missions completed whatever. Reset them monthy (this was done in ww2 fighter simulation warbirds to great effect.) Give the PvP'er a rank that is persistant from the last month of flight time, let them wear a rank in their profession tag in their name. (Elite Corps Corporal) (Elite Corps SGt) (Elite Corps General). You get the picture. or add a rank insignia people can actually wear on their flight suits.
3/
Make the top 10 leaderboard faction get some small faction bonus for everyone that made the top 100 PvP list. Give the winner of the rolling mission total completions faction get some bonus as well.
There's what I came up with this morning, any opinions or other Idea's are welcome.

juust had another idea.
Have these Rolling Missions tied into Area Faction Ownership. So you complete a mission and that area of the zone becomes either imperial or rebel controlled, by that I mean if imperials have completed a mission in this space and captured the research center, or dockyard, then the server will spawn NPC imperial gunboats, and NPC tie fighters. THEN, make this imperial zone a new rebel mission that they can capture. And on it goes as a galactic civil war.
This will give people a feeling of accomplishment and a target to strive for. And the system can be automatic, without SOE having to setup missions manually.
