Yep.
Every single day I was in Beta, over two weeks,I reported this as a bug, usually at the top of my list - which was usually one of the first posts on daily bug thread - with specific instructions how to replicate it.
And it never got fixed

I've noticed this too... I *think* it might actually be working, and here is my reasoning.
1. Your shield is at x hitpoints with y total capacity.
2. You order reinforcement, which gives, say, 50 points.
3. Your shield now has y+50 capacity.
4. That's why it may appear lower - your x has stayed the same, but the y has increased.
I believe there is a display bug somewhere... I've reinforced my shields to the point where they show as empty, but I've still taken hits on that shield with no damage. X should be increasing when you reinforce, not y.

There are two sets of droid commands, Shield Adjust and Shield Reinforcement.
Shield Adjust does what you talk about above. So if you had 1000 max. shields front and 1000 max. rear, and you ran shield front adjust - light, you would end up with 1250 max. shields front and 750 max. rear. The front shield has to regenerate up to this level, so the shield display shows a slight loss of front shield as it is 1000/1250 .. i.e. only at 80%. This stays until you run Shield Normalize.
Shield Reinforcement should be used to balance out the shields. So if you had 1000/1000 shields front and rear, and the front shield was damaged down to 0%, running shield front reinforcement - light should divert 25% of the power rear to front, i.e. 250/1000 front and 750/1000 rear.
What it is actually doing is reducing the rear to 750/1000 and doing nothing to the front shields ..

Stupid question, but how do you use the commands for this. I have a droid, a droid interface module, and the skill to do it, but im clueless on how to actually redirect my shields. Would help a crap load in combaqt when my back shields are gone.. thank you

Once you have the commands in your droid datapad/flight computer, you can find the commands under the astromech tab in Actions, and drag them to your toolbar accordingly.

reinforcement actually dumps one shield's "Recharge" into the other shield.

reinforcement actually dumps one shield's "Stored" energy into the other. Draining one to strengthen the other one.

Is anyone having problems with 'Shield Reinforcement' (astromech skill)? Sometimes it works correctly, but most of the time it actually hurts my shields. For example, if I try to reinforce my rear shields, it will correctly take shield energy from the front, but instead of adding this energy to my rear shields, it'll actually subtract it, causing both my rear and front shields to drop in power.
Now I know the 'Shield Adjust' will cause this to happen, but that's because I'm increasing the percentage of my shields that are in the rear, which means that the rear shields have to charge up some to fill up this increased percentage (basically it looks like your rear shields drop, when in fact they just get a higher max limit). However, that's not my problem.
Edit: It appears that everyone is having this problem, at all reinforcement levels. As Shield Reinforcement is arguably more important than Shield Adjust (at least in my opinion), this effectivley renders an entire column of rebel pilot almost useless. Devs: PLEASE FIX immediatly.

If this was the case, you shouldn't lose condition from the good shield?
I assumed it would work exactly as in the X-Wing series of games, allowing you to balance shields.

It doesnt weaken it, it pumps up the max hp for the shield arc you reinforce so it has to charge upto the new cap.
Also left and right shield reinforcement seem pointless, because theres only a back and front shield :/

Is it me, or is the shield reinforcement (front to back) moderate not working right?
At first I thought it was a temp bug but it NEVER works for me for some reason...
Anyone else run across this? I can get the back to front working right (which has saved me), but sometimes a lot of my death involves me getting blazed from behind but I can't do anything about it.
EDIT: Or is it shield adjustment front to back moderate... either way...

Lol are any of you actually reading the thread.. asI said above:
It appears shield reinforcement is bugged at all levels ..
