I was wondering. If you had an account for 180 days and then it was inactive for a while would you be able to get the vet reward if you reactivate the account at this point?

Probably can still get it as long as you have logged a total of 180 days of activated account time.

"Inactive" as in, you haven't been playing for awhile, or as in you canceled your account then got it back up? If you simply haven't played for awhile, you should have no problems getting your reward. It's based on how long your account has been active, not how many calculated days you've spent in-game.
But if you canceled your account, you'll have to wait 180 before you can get the SoroSuub.
