The max rate is determined by engine, but they are removing the accel. rate which is determined by chassis. I hope it is still displayed somewhere though, otherwise it will be hard to see the differences between ships.
Basically the three numbers at the top that are >100 are the ones that are determined by the chassis, the rest are engine determined.
