The problem with creating a ship where one turret can fire above and below is, well, the engines. I mean, where are you going to put it? On the side? Then you can't fire on the side of the ship. About the only ship I could imagine this working in would be a ship designed like the Y-Wing, if you move the turrent to the VERY back of the middle. But in that case, you can't fire TO THE SIDES because of the engine struts. A turret naturally has a limited cone of fire. It's inherent in the design, I think.
Um, Can you say Imperial Shuttle?
It has 3 turrets and the rear turret is a true rear turret. I do not know why they didn't give imperials this ship anyway. It would be much more Iconic than the Decimator. Sure it isn't a true fighter craft, but then it is more powerful than anything they gave us. If it is good enough for the emperor and Darth, it is good enough for me. 
With the Tie fighter you can always move the engines out to the wings and place a turret behind the pilot.
Or the tie bomber could have a front and rear turret instead of the missles. Just stick a turret on the front and back section of the second tube. I think this was actually an option in the expanded universe somewhere but I do not feel like looking it up right now.
So there are some choices if they really wanted more mulitplayer craft.

I think it's fine. If your gunner can't hit the target, then roll your ship
Having a gunner at all is a huge advantage. Privateers don't get a 2-seater

Dont get me wrong, i can work it with the aggressor but i think it would be more fun for the gunner!

I'm with you on this one, to be honest. JtL is a departure from SWG because your success relies so heavily on hand-eye coordination and on battle performance, rather than tactical execution. Those pilots that are skilled enough to manage the fight AND keep their targets in the gunner's cone of fire will do better. Those that cannot do so will either learn or not fly the two-seaters.
