well...ill put this into a timeline perspective, the Imperials roughly started construction on the second death star half a year after A new hope, whent he first one was destroyed...now taking into real time and how much of it has past we are about oh....a year or so after A New Hope...and Empire Strikes back occures 3 years after the New hope events...so we got another 2 to 2.5 years to go until we actually see the thing being built..(right now its a frame flaoting in space 
) and then itll be a year after the empire strikes back event until "this station is fully operational"
