It's just a tool. You stand in shallow water and click the tool and it harvests either mollusks or crustaceans - I believe you can do this once every 10 seconds. They go in your inventory in stacks of 2-10 units and do not auto-stack (like eggs) but can be stacked manually. Doing it afk with a macro results in a full inventory rather quickly.
Tedious work, but easy to use - no cert required to use it.
Mollusks are used by BE's to make /cover enhancers,but I don't think anyone needs crustaceans specifically anymore. Both are considered 'meats' and can be used as a 'creature food' in any schematic calling for it.

Once an artisan learns it, do they keep it or is it single use? (I know the last post said about crates, but for all I know you were able to make your own one off schematic based on that schematic). OR, do I have to pick an artisan I really like and would like to bestow with this schematic?
Permanent Use Schematic. I've made a couple dozen tools since I learned it.
