What if instead of making POIs instanced, the devs insert a tracking code. This tracking code looks at a formula like this:
1. Longer in a certain radius of spawn = less chance to loot anything
2. More times looted spawn = less chance to loot high end loot
3. (this is the real kicker)...
the high damage player is not guaranteed the loot. It randomizes to the players in the room.
Now before you get angry at #3, there can be some parameters to this.
ie. must do a minimum amount of damage to qualify, must not have macro running, must not have looted in last 3 spawns etc.
Now I know you will find flaws in these ideas but they are ideas, not necessarily thought out in every detail but just something to get us started.
If you think about 1 & 2 that could be an easy fix. #3 COULD be good if implemented correctly.
Expand on these or edit as you will...just brainstorming.

All these ideas are great, except for the problem of implementing. Since this is a location/loot/dmg solution all code changes would be to server code, and I/O to boot. This means more msg traffic and more code to monitor each character or location. This will increase the load on the servers and the traffic to and from all the clients. Not to mention the effort to create a system that was un-exploitable. Just seems to difficult to do to me.
Great ideas on paper, but application can be real tough.

Thanks for the input. I obviously am not a programmer. =)
But man it could solve the whole problem!
