I have one, as a village reward, but can't seem to make it work, is it just supposed to be decorative?

As far as I know, its a decoration only.

I read somewhere that it makes the building its in act like a hospital. Ie: wound healing and stuff is possible.

I know you get this in Phase 4 of the Village, but what level of Medic do you have to be to obtain this?

Only have to heal so many people in your village group. 50 i think.

so basicallya novice medic could do this, as long as i heal 50 people at least once?

Yes, novice medic would do it. Just 50 distinct players healed.


And, um.... any building where I could put it down already acts as a med center... all houses are, guildhall, cantina....
