Sounds ... great... for the new player ... right.. yeah....

Actually, I said the exact reverse. Person has no certs, no ability, but THINKING an Uber weapon makes HIM Uber, he stupidly goes and dies a few times...

No, I meant what I said, the way it was typed. If you read just the one sentence, your view is correct. However, when you flow through with the next sentence : "Item instantly takes decay. Rinse and repeat, you see that the direction of the DB was TO him, and not FROM him, hence the item taking decay. Terminology however can and does derivate from place to place, case in point: "He's Bad" actual meaning - not good.. Slang meaning, He's good. Intent of meaning was developed in the entire post. I apologize for not making it more clear.

There is an easy way around that. Make it an IF/THEN. IF the item isn't naturally destroyed within, say, six months, THEN a new one will spawn, allowing two on the server. Then add one final cap of, say, 3 or 5 at one time - once that is reached, none spawn no matter what until one is destroyed.
That gives room to collectors and players, and doesn't make it such an unattainable goal yet still very rare. I mean, even if up to 5 were allowed at a time, the chances of that happening are slim - using a six-month interval, it would take 2.5 years of none getting destroyed to get to that level. Not terribly unbalancing.
I think it wouldn't be nearly as fun if they had some static decay rate or if only one were allowed at a time ever, because the window of looking for one would be so infrequent. Under a system that allowed several at a time, there would always be the possibility (however remote) of finding one, which would be enough to drive many players to an on-going quest to find one, maximizing the potential fun in the idea.

I want to be the lucky guy on my server that loots a cape!! -- stuff like that would add an interesting twist to loot indeed.

On the whole, I do agree with you. However, "legendary" weapons already exist in the game, and they aren't even that rare, depending on your server. Mind DOT weapons with high potency and duration abound, and when you combine that with Mind being the least able to be healed in battle = "legendary" effects. Of course, this is going to be "fixed" in the CU. ![]()
Of course, the case CAN be made that "legendary" can include a lot of different things, not just damage types or stats. How about an utterly normal set of VKs - That happen to automatically max the users accuracy? Or automatically max their user's defensive stats?
But my last question is this - Seems to me Tactics are a small part of the game as is today.. How would you, in the state of game today with CA, AA and weapon loots that make an individual more powerful, and essentially a killing PvP machine - Make the game more Tactics based?
