I tried to train a level 2 teir box in Imp navy last night. The one trainer in Bestine by the capital said I didnt have enough skill points. Uh wrong I had 3000 more than I needed and all tier 2 boxes were green bars. So I went to the capital and the trainer in there just wanted me to go to LOk to do the claw mission and wouldnt offer words for training.
Any idea on how to train to next level?

Yup, you need to run their missions until he is willing to train you. Makes no difference if you have more than enough xp or not. And let me tell you, as you advance in the tiers, the missions you're trainers send you on get more and more challenging!

Same thing with the Rebel and Pirateer missions. The first NPC you visit only trains you through the first tier of skills, then sends you on to some remote advanced planet for the second tier.
HOWEVER, you can just stay on your starter planet and zoom into outer space and get xp until you max out! It will take longer than moving on, because you get only 100 xp for kllling a Tier 1 enemy ship and 400 xp for killing a Tier 2 enemy ship, whereas when I got sent to Dantooine, I ran into a "flight" of 3 Tier 2's and one Tier 3 enemy just on my way to the Space Station! (The Tier 3 gave me 1152 xp, so I was glad I moved on up!
Then when you go to the next planet you've got a bit of a headstart. Sure, you'll still have to do their crappy missions to get trained in the first box, but after you've done all their required missions (only 3 or 4) they send you out to either go on endless patrols after enemy ships or endless escort missions, just to get xp to fill the rest of the boxes.
