You have to find a shipwright (or his vendor) and buy the blueprints from him. After that you take the blueprints to a chassis broker in a starport and he will turn the blueprint into a chassis for you. Your first ship will be given to you when you sign up for a faction though, either rebel, imperial, or privateer.

So now another basic question How do I find a shipwright vendor?

You can look under vendors on the planetary map(crtl-v), or there is a thread in the shipwright forum that gives vendor locations.

First, don't worry about blueprints for a new ship til you've completed at least the first (two) boxes in Pilot skilltree of your choice. The Basic Fighter that you're issued free is better than any Basic fighter of that same type that you can put together even with lvl 2 and 3 (gotten from getting box 2 filled) Components skill box. Granted, it doesn't have Boost or Missiles, but is still higher mass, faster and better weapons.

Use it at least through all of first Tier boxes. Mainly becausethe repair bills (100 credits for reparing ALL things wrong, even after being blown out of the sky) can't be beat.

Then, after you've filled the first two boxes, you can go for the next level ship.... which in all cases (some argue about the crappy slow YWing) is better than the starter ship.
