I finally looted this an I want the gun (for my wall of rares)

I was told I had to drag the head onto the current mayor of bestine but to no avail, can someone tell me what I gotta do and do I get the Lith rifle?

I am not positive, but I think Victor has to be the current mayor.

Victor is the current mayor but he doesnt even flinch when I drag it over to him, gonna read through those threads now.

I think you have to have voted for him first. Then when he wins he'll give you the quest.
