is there any way to tell when the election will be over? besides talking to the candidate and him telling you its not over yet?

No, I do not believe so. I think you just have to check in.

As far as evidence, I suppose it changes(unless there are just multiple ways of doing it). I know that last election I found the evidence outside of the Bestine Medical Center. A lady out there gives you the receipt from when Victor donated money to her cause.

Look across the room from Victor. Talk to his assistant I forget her name. She will mention something about a data terminal or something. The date terminal is in Victor's office next to the door way click on it and download the information take it to the governor and cast your vote.
