I recently placed a PA Hall in a city that I had setup residence in. One of the city's guild members granted me zoning rights to place it and I put it down. After dumping about 200k of maintenance in it, I then walked over to the Guild Management Terminal and there are no options to create a new PA. The only option I had on the radial menu was "Examine". Doesa CSRneed to grant me the rights to get access to the guild management controls ordoes the Mayor of the city?

Timeline of placement:

Crafted PA

Got rights to place PA Hall from one of the city militia

Placed PA Hall

Removed myself from guild associated with City

Tried creating my own PA and ran into above mentioned problem.

Any information would be appreciated.

Well, try getting new zoning. You shouldn't have dropped it guilded: what it basically did was make the hall a "portal" to the guild you were in, all management options avaiable to approipate members of your guild. By disbanning from your guild, you kept ownership of the house, but the guild interface "belongs" to your previous guild. Redeed and replace.

Yeah that fixed it. I re-deeded the hall and placed it again. Was able to create a new guild now.
