I found good spot to put mineral extractor on - this is something I have never done so its a new experience for me - so i went use deed but i get message saying I need to get zoning rights from Mayor or Militia of the City.

So how does it work?? Is it a player town or something? how does installing a harvestor on ground works. I tried other places but says cannot build on this spot.

It works exactly as it says it does. In order to place any structure (including harvesters) inside the city limits of a player city you must get zoning rights from either the mayor or a militia member of that city. Most people don't even bother when they find a nice deposit inside the city limits, since most cities don't even want to give you zoning rights just for a harvester anyway. It's best to simply look elsewhere for another deposit of that resource you want.

Harvesters have to be placed in wild areas (i.e. not within any city limits, or non build zones such as POIs), cannot be placed near any lairs, and must be on relatively level terrain.
