first victor has to win

then talk to him and he will give you a quest to kill a tusken (observer or executioner, i forgot which)

then you head out to fort tusken and kill it and you will loot its head. **note** 200k+ HAM only spawn once a day at server restart

not sure when they spawn now

take the head back to victor and tada, a crapy rifle
