I have noticed that once in a while...
Does that indicate a new resource or what?

its broken

i'm not sure either but when i moved my scout pistol from my inventory to my backpack the icon went red and then back to regular when i took it out of the backpack and put it in the inventory again

It show what items are broken. If it's a weapon or armor, check the stats. That weapon or armor is now worthless and should be deleted. Clothing that show as red are still usable until they fix wearing broken clothing. Red tools are on longer usable.
NOTE: there are times when a item shows up as red but are not broken. I've seen it for me tools on the toolbar. Just test the item before deleting them. Not borken item showing red will fix after you log out for 1/2 hour or so.

The intention is to show that the item is broken (100 % decayed). However,thisintention is buged and sometimes show as red items that are ok, this has happened to me after taking a ship two or three times. Just pick the item and it will show ok again.

The minerial survey device that the starter droid gives you was red the moment it give it to me. It works fine.
I just ignore the red.

it is SUPPOSED to mean that the item has decayed to a condition of ZERO, and should no longer be usable. like destroyed armor with a condition of 0/10000 will look red in the hotkeys and the inventory
this is a bug though. sometimes when you shuttle or space travel from city to city your items in the hotkey toolbar will do this for no apparent reason. my crafting tools on my crafter account has this happen constantly.
