The best thing to do is compare it to a player-made item of the same level. That's really the only way, since most ppl have just begun and no one really knows which componets are "good".
Remember that Shipwrights can Reverse Engineer components too. So let's say that you find a Koensayr Mark II Capacitor, with a RE level of 2. It has a great recharge rate (say 50) but it only holds 300 units of energy. What you want to do is find ANOTHER RE level 2 Capacitor that holds, say 1100 units of energy. Then you're in business.
How so? Well, when a Shipwright REs an item, they look at the RE level of the item. A loot item with a RE of 1 is RE'd by itself. A level 2 item requires 2 items to RE. A level 3 requires 3, etc. etc.
So, what you do is take your original Koensayr Mark II Capacitor, plus athe other RE level 2Capacitor, to a shipwright, and when they RE them, it creates 1 capacitor, but that capacitor has the BEST stats of BOTH items. So the final product in the example above would have a recharge rate of 50 AND will hold 1100 units of energy. In addition, the shipwright also gets a 1 to 10% bonus to all stat numbers on top of the final numbers, based onthe RE numberfor that component (for this example, a 2% bonus would apply, since the items are RElevel 2 items).
So my suggestion is to compare the loot items to stuff that you have now that was made by a player. That way you can get an idea of what is "good". And don't forget the ability to RE.
NOTE: In Beta, to RE an item, the items needed to be identically named. This is NO LONGER the case!! You can combine any items together, as long as they are the same type (capacitor with capacitor, for example) and the same RE level.

Weapons. Recharge rate. Great capacitors. If you do this right, you'll have a weapon you can fire non-stop without depleting the supply of power. After I match a good weapon with capacitor, I go out and hold the fire button down. Watch the recharge of it, and if its going down slowly and not coming back up, you need a faster recharge rate... or a weapon that uses less per shot, or a higher recharge capacitor. It's the worst feeling in the world when you have a great shot lined up and you only get a "click" out of your weapon.
