Well that all depends. It costs different depending on Race, Who on your server won out overall for the Cries of Alderaan, and if the person is a novice or master smuggler, or not. Also, what size?

k what rank do i need to be to purchase a base , who do purchase it from , im a human not sure who won cries of alderaan , ideally id like to know how much the different sizes cost each

You have ot be a certain rank to hold the appropriate amount of faction to buy particular bases. To purchase bases you must speak to a faction recruiter. Now it costs smugglers less to buy bases. Look below after finding out how much a base costs you to determine what rank you need to be in order to hold that amount of faction.
