Thats a nice idea but in reality its not always possible. Crashes can leave you in a dangerous area with nothing to do but listen to the combat music and hope the bars fill up fast.
You really should not be actually in the game until you are fully loading and can command your avatar.

I think that the issue is the server can't know when your PC has loaded all the client side stuff and you can see the world.
The next time you are shuttling from one world to the next try typing someone a tell. You'll notice that you can in fact type and send the message during the loading screen.
Now try the same thing with the arrow keys when you are loading, you can run quite far from the spot where you land.
Basically what I am trying to say is that currently the server puts you in game pretty quick, it's up to your pc to catch up and load all the textures etc.
That being said, they managed to turn ppl covert for 60 seconds after they log to prevent pvp deaths, maybe they could set all faction to 0 for 60 seconds as well but I think that that would lead to exploits and they certainly couldn't turn off red dots. You could run all the way to the bottom of the death watch bunker or the geo caves in 60 seconds (almost)

bestine is a combat area? its just those damn spice fiends that pop up and randomly attack someone. i would never think of that before i logged.

I just got killed loading into bestine. I didn't even get a chance to fight, I was dead when I got there. WTH FIX THIS
