Hows this for a suggestion - Imps get stopped like anyone else - once. If they are overt and in uniform, thier presence is logged and they aren't harrased again for x amount of time - 12 hours or something.

"Let him pass - Squad 3 flagged and inspected him 30 minutes ago."

Other suggestions would be for Stormies to offer Imps who are stopped an escort to thier destination or other such perks for being an Imp.
