I find it annoying also, but I think I know why it was changed.
It's probably to help newer players who could buy a ticket to a planet they can't handle, and then not be able to afford the trip back home. This way instead of accidently getting stranded, they have to knowingly un-check the box.

Signing any of these i come accross. The Empire is not so dire in need of creds that they have to dupe us into bying something we don't need or want. Save that for RL.

2. I agree that the option should be persistent and I'll communicate it too, however please go to the core systems forum and make sure that correspondent knows about it as well.
