I was seriously wondering about this while in beta.
So I tested it out there.
Here's the way it worked in JTL Beta...
There you could have three characters per Beta Server.
Each and every character had it's own record.
So each of the three characters had the full choice and using it with one did not take anything away from the other.
There was also more than one server, and it worked the same there too.
It seemed to be based entirely on your account and you can have the rewards for every character on every server for that account.
So, based on the way Beta worked, I can claim the rewards onmy mainserver and still have the full set of choices on the other servers.
Chosing on one did not take anything away from the others.
I was very glad to see this... as I think that's the way it should work.
It's a reward to the customer forbeing subscribed for the amount of time. The way it worked on beta allowed us to do as we pleased, which is just great 
It's hard going to another server and having absolutely nothing compared to your main, but at least this way you're still a "Vet" everywhere.

I have had an active account since March 4th, 2004 for my alt char but when I logged in today it said I was only eligible for the 90 day reward. The /getveteranreward time said 161 days. By my count I have almost 8 months of uninterupted time that I have paid for the game. I see I am not alone.
Please fix!

Okay, I've looked very carefully at my billing data for my two accountsandanyone who looks at the basics of my account info can tell that the vet rewarddays calculation is well off the mark. (I can guarantee that both my accounts have been w/o interruption since they were opened.)
Account One: Opened: July 3 2003 First Billing: Aug 6 2003 Second Billing: Nov 7 2003
Days: 476Days:442 Days: 351
Vet time reported: 341
Account Two: Opened: Feb 19 2004 First Billing: March 21 2004 Second Billing: June 21 2004
Days: 246 Days: 216Days: 127
Vet Time reported:161
It seems that someone needs to go over the vet reward code and figure out where the disconnect is.

Something must be wrong with the veteran rewards timer. I've been subscribed since July 17, 2003, and NEVER cancelled. I should be at, as of today October 26, 466 days , yet it shows 311 days as my /getvet. That's 155 days unaccounted for, which is quite a large discrepancy.
My wife's account, which she started a week after me, shows 371 days on her /getvet, yet she should also have about 450+ days on her account.
Something is definitely wrong, and I don't want to get ripped off later out of future veteran rewards. My registration on the forums even is over a full year, so it should be obvious that somewhere there's an error.
Can we assume this will be investigated? I'm going to be very angry if my long-term loyalty as a customer is swept aside because of some glitch.

IS reward based on age of account or does how far into the account you have paid for.. One of my Characters Ijust got and paid for a year and the others I have I pay monthly and The Year one got more on Beta Why is this?

Ok not the same command but very close does that count hehe
That is just the interface. In this instance, the Party Barge is a 180 day reward and the only reward you can select at the moment.

My account is open since jul 04 this year. Not sure how much that is, but definitely more than the 41 days it reports
Damn get this fixed, i want my sorosuub in january!
January 05 that is not 07, like at the rate it counts my days...

Absolutely 
The answer is No, veteran time is not spent like money. They are events on a timline that will occur on 90days intervals (90, 180, 270, 360)
The only thing that matters right now is that if you have been an active subscriber for 180 days, you get a party barge. If today, you have been a member for 179 days, then tomorrow, you get your reward of a Sorosuub 3000.

Think this vet timer is broken or adds the days in some weird way.
Been a subscriber since July 03 2003, which as someone else calculated is 476 days, though my vet time is just 401 days!! My acc has never been inactive at any time during this so the calculations must be off!
A clarification on how the vet timer is calculated would be appreciated as the numbers just don't add up at this point in time.

When is the character and structure wipe for inactive accounts? Sure would like to use the names of toons I created and destroyed eons ago.

My friend has had his account since April 7th and still only has a 90 day reward showing. he paid a year in advance too. He cannot get the Yacht to come at all. He has 2 lots and room in his inventory. He put in a ticket, but do you know what may be wrong?

Yup the timer is deffinately off. I started just after launch with no breaks and I only have 341 days. Not a big deal at the moment, but needs to be fixed before the next rewards come out. None of us want to see a one or two year reward come out thinking we're eligble on our anniversary only to find out the game says we're 100 days short.
