There is no timer.
I went all the way back to tat twice to get resources (cause i'm dumb and didn't bring crappy ones after the first time i went back), unlocked my 5, talked to her, healed 2 more, left for 5 hours, came back, healed 3 more, and got my necklace.
Unless you meant the timer on the Village Phase.

I just completed this quest on Radiant. I don't think there is a timer on healing people or completing the quest (except you probably have to complete it before the village moves to the next phase). It took me three days to complete this quest. On the 1st day I had no clue what I was doing. On day two, I read the forums and healed two people. I then helped my other toon with his combat quest. I completed this quest today, day three. I healed the remaining 3 people and talked to Silvarra and received my unlock.
I then healed 5 more people to get the necklace and then 5 more to get the plant. I basically produced all my meds at once for all the symptoms listed and then gave them to the droid. I took my time in making the meds and had no problem at all.
If there is a timer, it must be onhealing one patient but it is a long timer that provides more than enough time to complete the task without being rushed.

I did this quest last night and noticed a few things.

The resources I was using was getting a higher initial experimentation for the Secondary Attribute, so I was spending my experiments points mainly on the Secondary Attribute to get the higher percentages. As I was experimenting on the Secondary Attribute I was noticing no change in theResidualAttribute (Side effects). I think it was called "Residual Effects", I'm not sure, the bottom one anyhow! 
When I did spend experiment points on the Primary Attribute, the side effects were showing up and, as I spent more, they increased.
I also noticed that in order to experiment the side effects away I had to spend the same number of experiment points on theResidual Attributethat I used on the Primary Attribute.
So, to avoid side effects...
1. If you can do most (if not all), of your experimenting on the Secondary Attribute, then that would be best.
2. Spend the same number of experiment points on the Residual Attribute as you did on the Primary Attribute to rid the medicine of any side effects. (ex. If you use 3 experiment points on the Primary, then you use 3 experiment points on the Residual to experiment the side effects away)
3. Don't fail! Ok, it's unavoidable, butfailing will give you side effects as well.

Are you sure about the timer? I mean, I got there totally unprepared ( and realized I had no materials and no food tools. I travelled all the way to a player city on naboo once I had the schematic. Picked up materials, but I cant' remember what all I did, but I certainly wasn't "quick" about it.
I came back to the medicine quests, did 5 and talked to the NPC. I didn't realize you had to do 15 total (told you I wasn't paying attention really). Talked to someone about that, then talked to her again. Did a few more, taking a breakto do a little fighting on some siths, then came back. I was figuring the quest out myself as I went (not having bothered to search for a guide first so I could try it on my own.).
Maybe I just got lucky or something, or maybe the timer doesn't start until you get the list of symptoms for a patient. I certainly got faster as I went, but at first I was pretty slow figuring out the system so if there are timers, then they are not too short.

Thanks for this guide.
I donot believe there is any timer. The only "timer" is the length of the Phase, which is approximately three weeks, based on previous posts by the Devs.
Note that you CAN make schematics out of your new meds, but when you put them in the factory, they will not come out in crates! The factory spits them out in singles only. Phoey. I'd wager this was done on purpose, and it's probably a good thing.

I unlocked my the branch and got the stupid necklace *tosses it over her shoulder* I started for the plant and got 3 of the 5 done when the server crashed. While Kauri was down I looked up the plant reward and saw all the trouble people have been having with it and am thinking I want to wait on this. This last quest is in my journal, do I need to finish it before phase 2 comes around? If I don't will I be able to start the phase 2 quest because I have an active quest that's incomplete?
I don't want to hose myself for phase 2 but I'd hate to lose my reward just because no one knows how to keep the bloody thing alive.

Thanks for all the input!
Changes made:
1. No 'timer' - if you heal 5 people at a time. If you heal more than 5, (I did 15 straight away), you fail the Quest for some reason (Bug?). The System will say Task Completed AND Task took too long, try again. I still got my plant though. (No Necklace) I submitted 5 Tickets to CSRs concerning this, all replied with "I can't help you with FS Quest, please visit Game Guides Forum for help". The Irony...
2. No need Master Doctor, just Craft IV in the Doctor Tree.

There's a very high probability you will fail this quest if you don't complete it before the next phase. While you might be able to come back to thisquest the next time Phase 1 rolls around, that could be 12 weeks from now.
I had no troubles completing this quest ... I recommend you finish it before the next phase. Youcan talk to the NPC lady to learn how many more patients you need to heal. This is useful for when the server crashes and you get rolled back.

I'm only 2 patients from my plant. I planned on finishing but I didn't want to get my plant just to lose it because I don't know how to care for it. If it cancels I'm perfectly ok with that, I just dont want to make it that I can't get phase 2 quest because I didn't finish this phase 1, even if it was just doing the extra quests.

Goldy_Lhim, I don't think the plant changes state if you have it in inventory or in the bank. Just don'tplace it in your house and you should be fine.
I've had my plant sitting in my inventory for three days now and it hasn't changed from it's original state (good health, no growth, normal, normal).
