I think this was posted in another thread, so I might as well repeat it here.

From what I read, if you vote for someone the first time, he wins, and gives you a reward, and you vote for him again (probably consecutively), and he wins again, you wont get a reward a second time.

I don't know if this is a bug, or just a method of preventing people from stockpiling banners/rugs, but, at least it's some kind of explanation.
