I head to coronet with my jedi, i go LD for a few minutes and while i was LD all the suddon this idiot starts buffing me w/o concent and i was heading to someone else to get buffed, and now i am stuck with buffs that are all below 800 for over 2 hours, i really think there should be option that makes it so people can't just buff you without concent, or a way to purge buffs out of your system

From stickied thread by Traigus, Doc Correspondant:
* Medical enhancements can now be replaced if the new one is of equal or greater strength. As a result there is no longer a need to wait out a previous enhancement in order to replace it with something better. (Correspondent Issue)
Complete list of things fixed in Publish 7 (for docs): http://forums.station.sony.com/swg/board/message?board.id=doctor&message.id=36181

The next publish should help alleviate these problems considerably. Doctors will be able to overwrite bad buffs. Yay!
However, I'm not certain if the rebuff will only apply to power or both power+duration.

From the words the devs used ('strength'), I would guess power since that's more closely related to it than duration?

I figure for this rebuff to work, the duration of the stronger buff should come along for the rideand stick. Otherwise, you may wind up with a stong buff that only lasts an hour. eeeewwwwwwwwe.

When I was a noob doc, I gave away buffs for free to get xp, but I always asked first.I think I only buffed 2 people without persmission, and both were on accident (targeting issues).

Overwrite is indeed based on strength not on duration.. However, A D buff will always have a better duration then an A buff anyway.

Aye, but what happens when you rebuff near the end ofa previous buff? (Assume the new buff is stronger.) Does the duration of the new buff stick -- or does the old duration remain? I would expect that the new buff will overwrite everything (STR + DUR). All or nothing.

Yeah it is all or nothing, no partial mixing or anything.
According to the patch notes, same power packs should overwrite (for the newer packs time). I'm gonna log on TC quick and test this.
[edit: yes they fixed it. You can overwrite with a same power pack to reset timer without having to wait for buff to wear off.]
