I have found a clothing attachment of Injury Treatment -5. There is no speed in the description at all. To me, this looks like it will take away from your injury treatment skill, but in the past I have read that there is no such thing as a bad clothing attachment. Has this changed, or am I misinterpreting this?

I've seen several negative modifier SEAs here and there my entire time in this game(which is a long, long time 
). I've never personally tested them to see if they do indeed subtract from your skill mods though, so not sure what their effect would be.

Negative attachments do nothing. If you try to place it in a socketed piece of clothing, you get the system message that it is used, it poofs from the inventory, and nothing sticks on the clothing.
