in this little writeup i will try to explain how to get the most power out of your resources when crafting enhance packs.
while it is quite simple to choose the right materials for most of the crafted items in swg, enhance packs are different because the experimental effectiveness line consists of two categories that rely on different resource attributes (duration relies on 3/5 dr and 2/5 oq and power relies on 2/3 oq and 1/3 pe)
due to this fact, the maximum allowed effectiveness experimentation is capped at the average of the maximum allowed duration percentage and the maximum allowed power percentage. so if i used 800oq 900pe 200dr avian meat and 1000oq 300dr reactive gas in an enhance health D, the theoretical limit for power would be
2/3 * (28 * 800 + 28 * 1000)/(28+28) + 1/3 * (28 * 900)/28
= 600 + 300 = 900 (that means 90%)
and the limit for duration would be
2/5 * (28 * 800 + 28 * 1000)/(28+28) + 3/5 * (28 * 200 + 28 * 300)/(28+28)
= 360 + 150 = 510 (that means 51%)
so the maximum allowed experimentation will be
(90% + 51%)/2 = 70,5%
that means that even though your resources have good attributes when considering oq and pe, the lack of dr effectively reduces the power of the enhance pack.
now if i use an 1000oq 800dr gas instead the value would change to
(90% + 66%)/2 = 78%
to get the most power out of your resources, the experimentation limit for duration has to be at least equal to the experimentation limit for power, ie
2/5 * (oq1 + oq2)/2 + 3/5 * (dr1 + dr2)/2 >= 2/3 (oq1 + oq2)/2 + 1/3 pe1
after some fiddling with this expression we come to this:
3/10 dr2 + 3/10 dr1 >= 2/15 oq1 + 1/3 pe1 +2/15 oq2
the right hand side of this equation are only stats that are relevant to the maximum allowed power and the left hand side shows how much dr is needed to allow full experimentation of that power potential.
since reactive gas usually is not the limiting factor for crafting, you can derive a criteria if the usual oq + pe formula for evaluating different avian meats is correct by inserting the values of your reactive gas. lets say we got a really large amount of 900oq, 900dr reactive gas, that would mean that the dr of the avian meat has to fulfill this inequality:
dr1 >= 4/9 oq1 + 10/9 pe1 +4/9 oq2 - dr2 = 4/9 oq1 + 10/9 pe1 - 500
bottom line of this:
dont ignore the dr on the avian meat and the gas.

it is current, and i think this information wont change that much after the next patch.
the only thing is that amazing successes during experimentation will increase the maximum allowed experimentation a bit above the resource limits. if you are confident that you get a lot of amazing successes then you do not have to look at the dr that close.
on the other hand, i do not know how the %-increase for this experimentation line is calculated. it could be that it is calculated off the maximum allowed effectiveness (being the average of power and duration) - if that is true it could be even more important to look at the dr.
