Since I am a Carbineer, I spend a lot of time worrying about HAM costs. From that worrying came the realization that 1500 is the magic number. At 1500 quickness or strength, your action and health cost respectively will be zero. In essence, anything more is overkill.
So, that being said, factor armor into the equation (the cost on the highest end armors is going to be around 5-600) and the base level of quickness and strength that most players have (300-400) and you get a number around 1800. In essence at +1800 quickness/strength, most players should be driven above 1500 in those stats even after putting on heavy composite.
So, the question I have, how many of you plan to min/max your resources? Use your best resources for health and action and save the average stuff for the secondaries?

Then you need to factor in that when the combat revamp is being processed, the HAM cost of weapons will regen faster than damage to HAM.
I like my Health and Action to have a nice buff, my secondary stats to be slightly above 1000 buff and the second secondary (treciary?) to be as high as I am lucky enough to get it. I am gonna get hit... I am gonna use specials... so if I can get that bar to regenerate as fast as possible, that's when I am happiest! If I got a 1200-2200(health), 1000-16000(strength), 2000+(constitution) buff for action and/or health, I am near unstoppable (aside from CM and Rifleman

The buff packs I use are created for the guilds medical team. They have tended to be excellent quality considering we burn through many each day. (830+, Med90) My "buffing strategy" is:
master doctor
+110 droid
+25 BE Clothing
Take a pop of (~+24) Bivoli (sp?)
Should give us about 15 minutes of x2.7 mod. Means I can hit 2k+ from approx 730 pack.
With regard to carbineer in combat, I'm just waiting on Publish 8 for the ham changes and special costs... and we can hope that stims will heal the mind pool again.

Realize that the action buff is odd since it does not take avian or gas so you can often make it better than any other buff simply for that reason.
Your only looking at it form your point of view. Other folks want the best streng or quickness, etc depending on their style of play. TKM, for example, want the Health sec's to be high so they can tank better.
With all the other junk we have to keep in the back pack it would be hard to target our cusomers so perfectly.
In general ifI have to make a trade off I generally put my best avain in health. People just love getting 3.6k health. With Pub. 7 they will only be getting a 2.4k or so but thats another topic.
With Pub 7. I will be trying to have all my stats be about the same. It will just make selling them easier if I can say "All stats 2.4k+" rather than saying Health xxx, quickness xxx, etc.

1500 isn't too hard to get. somewhere in the 600 pack range... 700 at the outside (even without bivoli).
Yeah, when the HAM revamp shows up, things are gonan change again.. My pikeman uses up monster HAM on specials.
