Ive made 850 strength buff packs with 90 med use many times, using good but not great avian meat.
If you get yourself some Janta blood, and give it to the Doc making your buff packs, you should easilly get in the 900's

Find a doctor with 12 experimentation points, and you can get them down without sacrificing power. The ones I just made on Lowca were 936+/11.5k duration/89 med use. If you're friends with them, you can take them the components, and have them make the schematics, and then you run them.

Yes, do you need BE clothes to increase experimentation to 12 points? If so, what type is required?
its achieved by adding + med experimentation skill tapes to your wardorbe
you need +10 to get one extra experimentation point
