I'm not sure about NPC's but you could try the Borgle Bat Caves on Rori for the various AA/CA that are found in the debris there.

good luck picking up any decent ones though. The servers that I play on just about always have someone camping the loots with autoit.

So what do you do to find the tapes, just keep opening up the debris?

Yes but they respawn on a timer. So its incredibly tedius unless you have something else to do. That and you'll be competing with a zilliion afk loot macro dudes.

You could also try getting yourself one of the new Med Crafter's Aprons. They work well. I did the themepark and go the schematic for it and turned it in to a local Master Tailor who then turned around and made me the apron. The apron give +5 med crafting and +5 med experimentation.

The Med Crafting Apron is useless . . . . Does nothing to solve the problem in the need of the uber rare skill tapes.
You need +10 to gain only one point to Experimentation.

I was always under the impression that you could only get +1 or +2 tapes from Debris etc. Correct me if im wrong

its not useless, it gets you +5 closer, and is far easier to get than trying to find +5 from loot.
