I'm a master doc on Gorath. I have about 37k in the bank and no fighting skills to speak of. Although, I am working on getting MTKA.

Its not hard at all to gather up enough resources just to make a few packs at a time.
If you dont have a factory, find another MD and ask if you could buy just a few matched ABECS and CRDMs off of him.

Make stim c's and sell individually in busy city's bazaar. Good c's will sell 2900 credits a piece. This should help the money flow.

My problem is that I can't afford to buy the resources to make good buff packs and I can't afford to buy
the buff packs from other doctors.
Does anyone have any advice on how I canmakeenough money to get started?

Actually lots of ways to make money. Artisan missions, join hunting groups and heal (you get part of loot share and maybe they will give you the harvest) lots of folks grinding combat xp on Datooine...one of theways I made my early credits, when I was starting out, wasresource selling and sellingmeds on the bazar in Cornet - hand crafted stim B's.
My all time favorite was finding dolvite iron and liquid 4, before I even knew what it was good for, harvesting it and then realizing what it was worth and selling it on the bazar at Corentfor 30cpu. Yes I should probably be ashamed of myself, but I found myself laughing all the way to the bank. It was even more fun for me once Ifound avendor who sold it for 6cpu 700meters out of town. Sold out daily.. in fact some times in an hour after I put it up... yup that was fun.

Go up to Dathomir and get into groups of people doing enraged rancor missions. You need no combat skills yourself, and they'll be glad to have you along for healing purposes. Those missions pay 36k each, so even split several ways you'll get a good deal of money pretty quickly.

Find a friend to lend you enough money to buy a set of enhancers or run delivery missions or whatever. Then go out and work the buffing circuit. You should make enough money to pay your friend back and buy a new set of enhancers. Then go out and work the buffing circuit again, You should make enough money to sock some away and buy another set of enhancers. Lather rinse repeat.

I've found that spending 29 points to get Survey 4 has been the best investment I could make. You end up with your own resources and enough to sell at a profit. Many people think that the drudgery of managing lots and keeping on top of resource spawns is too much work. It's a lot less work and a lot more money than missions.

If you have no combat abilities, you can run delivery. This is slow.
If you have combat abilities, you can run destroy. Depending on your level of combat ability, this could be slow to quick.
If you have the points for artisan/survey4, get it. Good BER personal harvesters are within the cash flow grasp of you, mine up grinding ore if you have to on ten personal harvesters. After a few days, you will have a pile of ore to sell. Or steel, or fiber, or anything. Thats just for a base. If you can get ahold of a quality resource and plant your harvesters on it, you could have a pretty penny once you are done.
On tempest there are many vendors of quality medical resources, this is probably the case on your server. If they only deal in huge quantities, mail them and see if you can buy a small amount, explain your plight. I'm sure that they will be sympathetic, I know that I would. Get ahold of some resources, you may have to comb the vendors, but you *can* get decent quality in everything that you need for reasonable cost. Avian and herb you will probably have to beat the living daylights out of the appropriate type of mob, but if you are working on a combat skill, its all xp. If you can afford novice scout, get it just so you can avoid paying the exorbant prices for meats.

I would buy harvesters, harvest anything, sell it on bazaar. Also, if you are working on TKA, just run missions, I made 1.5 million getting master TKA just running missions. If you can spare the points for nobice scout you can also sell the meat or hides in bazaar.

If you can't borrow, leach or steal from anyone... you have to do it the way SOE intended us all to do it...
Harvest your own ressources and craft it!

My money problems are solved. 
I was killing Mummer Thugs in town for unarmed exp and came across a single force crystal and a twin force crystal. I had a guy offer me 600k for the single crystal and I haven't even sold the twin crystal yet.

Here's an idea that may or may not work. Find a Master Doctor that's doing a buff session, and set up a business deal. The two of you head to a high volume buff area (Coronet, Dantooine, Tusken Fort, etc...), he provides you with buff kits, and you give him50% ofthe money you make. You can sit next to each other and charge the same price. You make some money and he gets extra credits.
