Hello,
I've been a Master Doc for about a week now andam experiencing very low buffs on average. I use a 110% med module in my Surgical Droid, my injury/wound treatment is at +200 ( I've heard this is capped at +25 can someone confirm this? ) and the pack I am using is an Enhance Action D with the following stats:
Power: 920
Duration: 12xxx
One would expect a pretty decent buff but I don't know how many times I buffed someone for 1000-1500 with that, once 3 times consecutively ! The rest of my packs are around 670 due to my lack of good reactive gas on Chilastra. With the lower power packs I hit 2k more often then with the enhance action D.
Bottom line, am I missing something ? Is anyone else experiencing lower buffs ?

Try looking at the buffee's battle fatigue. High battle fatigue can make even the best packs look like total crap, in fact it's possible to buff for lower than the stated power on the buff pack if the battle fatigue is high enough. If I see someone with triple digit battle fatigue, I caution them that their buffs may suffer because of it. You may have also just been unlucky.

I make sure before I buff that they get their battle fatigue to 0 just in case, so I know that is not the problem. But do you really thing I could be that unlucky ?

First of all, it isn't your wound treatment skill that is capped at +25, it's any bonuses to that skill that are capped at +25. The higest wound treatment mod you can gain is +100 at Master Doctor. Then, through clothing enhanced with BE tissues, you can add an additional +25 to that value for +125 Wound Treatment. That value is then used to determine your buff range.
Using that pack, you should have an average buff of about 2024. If you added an additional +25 from BE clothing, you'd have an average of about 2277 (an increase of 12.5%).
The best thing you can do is record every buff you do with your packs. Keep track of how well you buff with each pack and, in the end, see how they average out. The problematic part of this is that there are many factors that might come into play. Do you have high battle fatigue? Does your patient? Is your droid's battery recharged? All of these things might impact your ability.
Also, with the wide range of buffs, you want to take a lot of samples. In the world of statistics, the wider your range, the more samples you need to take in order to ensure that you're getting a good distribution. To make that a little more clear, you need to take a lot of samples in order to really say anything at all with any degree of certainty.
But, what I would recommend is to record the values you buff for with every pack. If you or your patient has high BF (preferably any BF), throw that value out. When you're all done, average them out and see what you get. It's possible that you've just gotten bad rolls. Unless you do some serious research, it's hard to say anything for sure.

Not to be overly serious, but if you're looking to do hardcore, serious statistical analysis on this, you need at least 30 samples under the same conditions.
