does a BE enhanced shirt with 0 condition still convey the + to wound/injury treatment? It shows in my profile, but I'm just wondering if anyone's ever actually tested to see if they truly get that bonus.

Not sure. I've personally never tested it but have been told that when an item of clothing hits 0, it may still be wearable but it's skillmods no longer work.
