that depends, because you can experiment against 'ease of use'. I believe D is the most powerful pack, and that defaults to 92.

If you want the highest buff possable you have to be master. And get good packs naturaly : )

A good Doctor can make Enhance D (the most powerfull) at 90 med use. This does require that some experimentation notbe used on the effectiveness line, thus making the packs just slightly less powerfull.

be that as it may - With A good experimentation roll, I can max out the power on my packs at 944 and still have points left over - to put in charges or med use ....

True they can be made to 90 med use...But your buffs will be higher with the extra skills you get at master...25 more wound treatment i believe.

But by the same token you can purchase +25 Wound/Injury treatment cloths from a Tailor and get 100. Then add Bivoli on top of that. A nonMaster can get +120-125 if they pay for it. A Master can get almost +150.
With all the other Nerfs in this game, I wonder why they have not nerfed Cloths/Food stacking?

cloths and food do stack together for a total max of + 50. and a 4/4/4/4 doc would have less than a master. So to get the max buff out of a given pack you need to be master. But that 4 doc will still buff quite well.

Bivoli Tempari is a food made by Chefs. Without the BE additive it tops out at about +12, with the Heavy additive...who knows how high it can go. The best Bivoli will be from a Master Chef that uses additives from a BE. The additive is in the Master cert for BE's so it can be a little difficult to find good Bivoli unless you already have contacts.
My first batch should be done now and sitting in my factory. I got +22 out mine using Heavy Additives.
