Hey Guys, I'm currently a 0.0.3.0 lvl Doctor.

The Problem I'm having is I have a set of Stat Buff Enhancers with a medical use of 70, I have a medical use skill of 80. I don't seem to be able to use the buffs on myself...Any suggestions why, do I need to be lvl 0.2.3.0 to use these???

Yes I believe you are correct. You need the heal enhance ability granted at 0 2 0 0 to be able to buff.
