Doctor Archive

I am very new to crafting and to doctor and was wondering if there is a list available of what resources each buff pack would need to get the best quality buffs. Also what determines the best meat/resources is it just comprised of Pe and Oq? or do other parts factor in. Anyone who could brief me on how to determine which resouces is best for which pack I would appreciate it.
