I don't know if someone has covered this, but when I first started buffing, my buffs were MUCH better (even though I used the same stims). The only difference I can see is that I changed all of my stats to 400 except for mind, focus, and willpower (1000 each). Before the change, I never had a sub 1000 buff (738 is my lowest power buff - only my action buff - while the rest are 870), but during the change and currently, I have noticed my buffs have dropped in power. I have the be'd clothes and what not.

I also wonder if the battery power the droid has makes a difference...

Does anybody have any input on this?
