OK with my Master Doctor I am able to heal wounds once every 18 seconds.
I wonder how that 18 second timer is affected by:
Ruby Bliel : Reduces Heal Recovery Time 20-35s
Havla: Reduces Heal Recovery 38-60
Is there any way for one of you to test the timer between wound healings with variance of power of bliels and havlas?
I am wondering if they do actually reduce duration of the 18 second timer and if so, what are the corresponding powers and timer durations?

One thing that greatly helps in timing experiments is to go into options and turn on timestamping of messages. In that way, you will get the original heal timestamped.
Then, I would recommend created a simplemacro to do something like /tell self Time!
Place this on your toolbar and hit it as soon as you see the "you are now ready to heal..." message. If you can consistently generate your baseline results (18 seconds), you should be able to generate decent results with ruby bliel and havla.
This is essentially the method I use when testing poison and disease tick time and have been able to get very consistent results.

We believe the bliel etc. numbers should be a percentage, not by seconds in the listings. Taking 60 seconds off of something that takes less then 60 seconds is a bit weird.
