He still ahs posts stickied, because they are still valid and useful. (There are posts not by any correspondent sticked up there as well.)
The devs have looked at the entire buff system recently (before the vehicle patch [publish 5]). Doctors were even given a chance to vote about it.
The effect of buffs will be a key issue in the combat balance, but variance probably won't be an issue.
The devs simply don't have time to look at every feature after every patch (for evey profession). I do not suspect we will ahve any major changes in the buff system anytime soon (other then bug fixes). The buff system is currently working as intended (bugs aside). Any redesign would have to wait until after several actually broken/unfinished professions get fixed.

If you are a master doc being out buffed by non masters...
1) get be clothing
2) get droid
3) Use Bivoli
4) Make better packs
I f you look at the formula in the FAQ you will out buff any non master if you have equivilent mods...but your packs are the big variable.
Max your mods and if you still are being outbuffed then your packs need to be better. With maxed mods your low and high ends of the buff will be higher with equivelent packs.
