im not a doc but a resource gatherer. which avian meat would be better, one with potential energy :919 and overall quality :430 orone with potential energy : 679 and overall quality :820

Buffs are 66% OQ and 33% PE. For buffs, the second resource would be better.

It seems to me that for the avian meat, OQ and PE are equally important (since the reactive gas component does not have PE), so when I look at avian meat, I simply add OQ and PE together, and the higher that number, the better. So in your example, the second meat is better.

I disagree. I like the one with higher PE better. This is because I ONLY experiment in Power. As a result, the power will be capped (no matter how many experiment points remain) at a higher value than the other resource with the lower pe and higher oq. If the oq on the better pe one was MUCH lower (like less than 400), then it would kick in and hurt the cap. I don't havea formula for you.. it is a feel kind of thing.

if you experiment in power then you also experiment in duration at the same time since duration and power are both part of effectiveness experimentation.
the cap of effectiveness experimentation is the average of the the duration experimentation cap and the power duration cap. if your duration cap is below the power cap you are not getting the full power, but you do not gain extra power if the duration cap is above the power cap because the power will not raise above its own cap.
simply said: unless power cap and duration cap are at the same level, you do not get the full potential out of your resources (either power or duration is not at its cap)
just to remind, duration cap is determined by
1/5 OQ(meat) + 3/10 DR(meat) +1/5 OQ(gas) + 3/10 DR(gas)
and power cap is
1/3 OQ(meat) + 1/3 PE(meat) + 1/3 OQ(gas)

OQ and PE contribute equally to the effectiveness (power) of an enhance pack. The second set of stats is clearly better, and will give better results. The DR must also be considered, but only in terms of the duration. As far as I know, hitting the experimentation cap for duration does not mean you can't continue to experiment on that line. The experimentation of the last few boxes might only increase the power. I have some high OQ/PE, low DR avian that I haven't used yet, so I'll do a trial when I get in game.

33% OQ + 33% PE + 33% OQ(Gas).
However DR/OQ is essential for the duration of the enhance packs, and that is linked to the power experimentation line, so without knowing the avian meat DR and the DR/OQ of your gas there is no general answer. (if the overall DR/OQ is too low then much of your power potential is lost)
