What is the minimum qualifications needed to use a rez kit succesfully?

0-4-0-0 in Doctor. I think mine are around Med Use 53 or so.

its not a matter of med use. It is a matter of having the /skill to use any res kit at all. Like the prior poster said, in terms of template.
