I see now that Publish 7 allows the reapplication of buffs.
That being said, is it a big deal if I buff people for XP? That is, with no correspondence. I guess you'd call that a "ninja buff" I think.
Does a very low buff from a low level doctorno longer harm anyone? I really don't care if someone getsp'd offat me for buffing without asking, I do care however if I actually affect them later on if they want to get a real buff.

It should not affect them. If they get upset kindly tell them that it can be overwritten by a higher level doc.
I buffed a guy last night without my BE clothing on and realized it. When I put on my BE clothing I simply re-applied the buff and have no problems doing so.
For awhile until everyone gets adjusted to the new system I'd still ask though. 9 out of 10 people will say yes.

I would just yell "Free low level Doc buffs. PST". Add a few stat details, power, duration.
You will have a line in no time. It will save a lot of grief.

Yeah usually the people who have no idea what a buff is show up.

All the better, get them hooked on the drug as a "child" and they will come back paying when your a M. Doc.

It is also a great way to help the newbie out.
