I've read that buffs can be reapplied now after this last patch. I was wondering if you can now keep rebuffing the same person without killing them, and if so, do you get xp for each time. This would help my none combat doc to get up and running a little faster since she couldn't possibly incap anyone especially buffed.

You can re-apply buffs but you only get xp for the difference in the increased buff. For example, my friend got buffed for 1900 the other day and I buffed him again. It showed up as buffing him for 190 points or around there and I got under a 100 xp.
