I haven't seen if beeing in a city increases the effectiveness of buffs after the patch. Do you get better buffs in a city as opposed to in a remote location after the patch?
Thanks in advance for any info.

I dont believe there ever was a difference between being in a city and wilderness. You need either a camp or a med droid to buff in the wilderness, and you need a droid to buff ina city (not in a hospital).........
There is a difference between a droid with a med module and a novice scout camp......

Regular cities never had, and were never supposed to have a bonus.
If I recall correctly, there is a player city specialization that can be used to boost medical... if it made it to live, I don't know of any city that has actually chosen to use it.

As far as I know, all the city specializations are coded to the city boundaries, not to particular structures.

My city on Tempest has the "Medical Center" Specialization. It gave an 844 power buff w/ +10 bivoli a boost from 2181 to about 2350 or right around there, can't remember exactly. It is a several point difference and it works anywhere within the city boundaries. Not great, but pretty useful nonetheless. Hope this helps.
