First of all - There is no "organic" or "inorganic" that is inherently any better than the others. The stats on ALL resources shift every 7-20 days.
Second - High end buff packs require Avian Meat and Reactive Gas SPECIFICALLY. Only the Action Buff pack does not require those, but only becuase its a bug.

What makes a good resource is its stats. As your question implies, you seem to need to be educated on resource shifting. Yesterdays Avian Meat might have been fantasic, and today it is crud. All resources shift on a 3 - 5 day scheule. The resources that you see in your survey tool, or harvest off of creatures you hunt, are randomly generated by the server when a shift occures. Each resource is on its own cycle. Some people refer to the concept of resource shifting as "resource spawning". A schematic may require some form of Dolovite Iron, for example. Dolovite Iron may not have spawned on the planet you are on.. You may have to hop from planet to planet to find it. You may never find it (but you will - nothing is THAT rare).
You need to find the resources that have the best stats in the areas that the scematic needs. For example, for Doctor buffs, most of the resources need to be of high Overall Quality and Potential Energy. Whatever resources qualify for the ingrediant for the schematic you are interested in, and have high stats in those areas that the scematic specifies is applicable, are the best materials to use.
May I suggest taking a VERY close look at your schematics and look over what resources are needed for what items you want to make, then look for resources that have high stats in the areas that the schematic specifies. The scematic will specifysomething like:
Power
33% Potential Energy
66% Overall Quality
Duration
50% Overall Quality
50% Unit Toughness
I just made those stats up to illustrate what you need to look for in the schematic. So, yo know what CLASS of resource you need (advanced schematics may require a specific TYPE of resource - e.i, not just "Organic", but "Herbivor Meat") - go out and find a good supply of that type of resource that has good stats in what the schematic says is good for that thing.
Its kinda hard to explain - if you have specific questions, let us know.
