I just tested the new static buffing with a 110 droid, +25 clothing and +18 bivoli. Then I used the same buffpacks without a droid inside a Detachment HQ and then a FieldHospital (with the bivoli and clothing still on me). I am overt.
People have been posting on this board that Detachment HQshave a 125 modifier (it's even an option in the buff calculator someone posted). But I'm getting better results with the 110 droid. Looks like both Detachment HQ and Field Hospital have a 100 modifier.

This wsa reported when Pub 7 hit TC. it is supposed to have +25 for registering... you may need to be overt... it is documented in a patch note (one that was worded badly so it was talked about a bunch).
It is in the bug list.
Nobody knows if it ever worked or not. There are all sorts of features we can check now, and rumors we can dispell.

I tested this and it is a 100 rating. Not 110 nor 125. Both of us were overt (tested on a covert too) and the /register command was accepted.

Yeah I tested two more rumours: BF in the mid-200s reduced my buffs even without the "shock levels" warning. And wookiees get the same buff amountsas everyone else

Ah-ha BF!
Yeas. In beta the shock level was said to start at 200, but the in game message pops up at 300-400. We always thought it was a bug, but it always ended up low priority, and was nearly impossible to prove with random stims and woundpacks.
Detachments are supposed ot give a +25 though, so that is a bug as well.
Wookies was a rumor (so is armor lowering buffs BTW).

This is a bug. It didn't work prior to publish 7 either, but was hard to tell then -- I ran a test of 100 buffs inside it (/registered)w/o my droid and 100 tests with my droid (110 med rating)outside of it and the average was better outside. I was overt during this time as well to make sure that was not a factor.
